Indonesia Aseptic Share Of Ambient Drinks Is 17.5% While UHT Milk Portion Cartons Triple By 2030
Indonesia filled 2,020 million litres of aseptic packaging in 2025, into 6,944 million packs at an average of 291 ml. Only 17.5% of its long-life drinks are filled aseptically, and the growth to 2030 sits in small cartons of UHT milk.

I think Indonesia is the most misread aseptic market in Asia. Most entry plans size it off the population and the drinks volume. Our Global Aseptic Packaging Market Report 2026 puts the aseptic share of long-life drinks there at 17.5%.
A packs market rather than a litres market
Indonesia filled 2,020 million litres of aseptic packaging in 2025, into 6,944 million packs. The average pack held 291 ml. That is the smallest in the Asia-Pacific part of our study. It falls to 248 ml by 2030. Volume grew 7.2% a year from 1,427 million litres in 2020. It reaches 2,745 million litres in 2030 on the model. Pack numbers rise faster than litres at every point. Portion cartons of 499 ml and under account for 4,846 million packs. That is seven in every ten packs sold.
Hot filling owns the ambient shelf
Indonesian bottlers filled 5,360 million litres across the four drinks categories in 2025. Ready-to-drink tea and coffee is 2,950 million litres of that. Juice drinks take 1,150 million, sports and energy 1,000 million and pure juices 260 million. Of the 5,342 million litres of long-life drinks, 3,987 million are hot filled and 935 million are filled aseptically. Preservatives carry the other 420 million. So the aseptic share of the ambient shelf is 17.5%. Hot filling is the dominant technology, and that volume will not convert on its own.
The sealed cup and the retort can
Indonesia also has a pack that most markets do not. The sealed plastic cup of 180 to 220 ml carries Teh Gelas, Teh Javana, Ale-Ale and Mountea. That cup alone holds 1,166 million litres of ambient drinks, and none of it is aseptic. It is hot filled or held with preservatives. The same pattern runs through dairy. Sweetened condensed milk is 534 million litres and the largest single dairy line in the country. It is packed in retort cans and sachets. Bear Brand and Indomilk Susu Steril are sterilised in the can after filling.
White milk is where the growth sits
Indonesian dairies filled 591 million litres of packed white milk in 2025. UHT was 478 million of that, or 81% of the packed total. Aseptic white milk grows 10.8% a year to 799 million litres by 2030. No other block in the country grows faster. Every litre of it is packed in carton. We found no aseptic PET, HDPE, pot or bag-in-box white milk in the market. Portion cartons go from 1,181 million packs in 2025 to 3,705 million by 2030. Family cartons move from 291 million packs to 315 million over the same years. The reason is the Free Nutritious Meal programme, which started on 6 January 2025. It reached more than 55 million people inside the year, and it buys a portion pack.
The limit on all of this is raw milk. Indonesia supplies about a fifth of its own processing demand. Fresh-milk output was 722,883 tonnes in 2025 and is forecast at a record 815,000 tonnes in 2026. It had fallen to 642,018 tonnes in 2024 on herd disease, from 809,700 tonnes in 2022. Domestic supply grew 1% over six years while processing demand grew 53%. Dairy imports ran to two billion US dollars in 2025, led by New Zealand at 41%. Indonesians drink about 11 litres of liquid milk a head a year. Malaysians drink 51.
Where the carton material comes from
Aseptic carton material was imported in full until April 2024. LamiPak then opened the first integrated aseptic-carton plant in the country, at Cikande in Banten. The site runs to 16.2 hectares with more than 55,000 square metres of buildings and 450 staff. Capacity rose from 12 billion to 21 billion packs a year on 1 August 2025. Imported material still arrives from two places. Tetra Pak's Binh Duong plant in Vietnam can make up to 30 billion packs a year. Its second line started in 2025. SIG's Rayong plant in Thailand runs at about 11 billion sleeves a year. It names Indomilk and Ultrajaya among the brands it serves.
What this means for the market
Indonesia is attractive on packs and awkward on litres. An entrant pricing a drinks line off the population will overpay. The drinks block grows 4.7% a year to 2030. Three quarters of it already runs on hot fill or preservatives. The growth is in small cartons of white milk rather than in beverage litres. Ultrajaya holds 37% of UHT liquid milk by volume and has filled aseptically since 1975. So share has to be bought from a producer with fifty years of practice. The thing worth testing before any money moves is the milk. The school programme created the packs. Domestic herds have to fill them, or the powder bill does.
This raises a wider point about how an aseptic market should be sized. Litres and packs can pull in opposite directions. Filling technology decides which of the two actually grows. We track that across all 39 markets in our Global Aseptic Packaging Market Report 2026. A free 40-page sample sits on the page.

Indonesia's aseptic growth is a pack count, and raw milk is the limit on it
The decision most in this industry are avoiding:
👉 Population is a poor guide to aseptic volume. Indonesians drink about 11 litres of liquid milk a head a year. Malaysians drink 51, in a far smaller country.
👉 A large ambient market can be a small aseptic one. Three quarters of Indonesia's long-life drinks are hot filled or held with preservatives.
👉 Packs bill, litres flatter. Indonesia filled 6,944 million packs for 2,020 million litres, and the average pack keeps shrinking.
Here's the full context:
→ 2020: Indonesia filled 1,427 million litres of aseptic packaging. COVID took total drinks volume down about a quarter.
→ 2022: Fresh-milk output peaked at 809,700 tonnes. Input costs spiked in the same year.
→ April 2024: LamiPak opened the first aseptic-carton plant in the country, at Cikande in Banten.
→ January 2025: The Free Nutritious Meal programme started on 6 January and reached more than 55 million people.
→ Most recent: Aseptic volume reached 2,020 million litres in 2025. Pack numbers reached 6,944 million.
What this means for aseptic fillers, converters and equipment suppliers:
✅ Portion carton capacity is the line worth owning here. Portion packs go from 1,181 million in 2025 to 3,705 million by 2030.
✅ Drinks work means taking volume off hot filling. 3,987 million litres sit on hot fill today, and the sealed cup never converts.
✅ Local carton supply has changed the cost base. Cikande at 21 billion packs a year now sits against imports from Binh Duong and Rayong.
What this means for market decisions:
1️⃣ Attractiveness now rests on school milk. Aseptic white milk grows 10.8% a year, and a feeding programme buys most of the new packs.
2️⃣ Every share point of UHT milk has an owner. Ultrajaya holds 37% by volume and has filled aseptically since 1975.
3️⃣ Test the raw-milk supply before the filling line. Domestic output is forecast at 815,000 tonnes in 2026 against demand that grew 53% in six years.
The Zenith view:
A 7.2% growth rate looks like a filling opportunity. It proves demand for small ambient packs, and it proves little about where new aseptic litres will come from. The case rests on raw material. Indonesia must milk or buy enough of it to fill the packs the school programme created.
