Saputo Creates A Dairy Ingredients Division: Cheese Plants Are Now Judged On Their Whey

Saputo has split dairy ingredients into its own division under Steve Douglas. US cheese output rose 2.1% in July while whey protein concentrate output fell 2.3%.

Saputo Creates A Dairy Ingredients Division: Cheese Plants Are Now Judged On Their Whey

I had this down as an org chart change. Then I put it next to the money. Saputo has spent more than CA$180 million on the whey plant at Ripon, Wisconsin. That buys about 35% more WPC80.

What Saputo announced

Saputo set up an Ingredients Division on 23 September. Steve Douglas runs it as President and Chief Operating Officer. He also keeps the UK Dairy Division until Lactalis completes its purchase. Just Food put that sale at 988 million pounds. It should close by the end of the first quarter of 2027. Dave Paradis takes the Canadian division. Haig Poutchigian takes a new group role covering finance and IT.

The release itself carried no figures at all. Carl Colizza, the chief executive, said the changes should sharpen focus and improve how the group works. On its own that is a box on a chart. The spending behind it is the part that matters.

Where the money went

DairyReporter put the Ripon upgrade above CA$180 million. The site makes WPC80. That is the whey protein grade sold into sports drinks and medical feeds. Output there rises by about a third. Group capital spending in the year to March was CA$339 million.

Saputo turned over CA$17.551 billion in that year, down 1.5%. The US business alone did CA$8.291 billion. Operating cash flow rose 26.3% to CA$1.508 billion. There is room to spend again.

Cheese up, WPC down

US cheese output rose 2.1% in July to 1.26 billion pounds. Mozzarella led at 433.3 million pounds, up 2.9%. Cheddar fell 1.7%. More cheese means more whey. Yet whey protein concentrate output fell 2.3% to 40.1 million pounds. Dry whey, the cheap end of the stream, rose 18.7%.

Italian types carried the growth at 551.1 million pounds, up 4.1%. American types fell 1.1% to 479.8 million pounds. Pizza cheese is pulling one set of vats along. The block end of the market is standing still.

More whey left the vats and less of it reached the grade that pays. That gap is the whole argument for a separate division.

Europe is spending too

DMK is building a WPC80 plant at Edewecht for EUR 26 million. It will make 7,000 tonnes a year. FrieslandCampina has put more than US$90 million into three Dutch sites. Saputo has already dropped its weakest British whey lines. It names Australia as its hub for WPC and lactoferrin.

The milk is arriving

US milk output reached 19.9 billion pounds in August. That is 1.7% up on the year. The herd grew by 167,000 head. Growth sits where the new cheese plants are going up. Kansas rose 13.9%, South Dakota 8.4% and Texas 5.1%. California, the butter and powder state, fell 0.7%. Oregon rose 7.7% and Indiana 4.8%. Arizona fell 3.1% and Utah 3.6%.

Whey protein isolate output rose 6.1% in July to 17.7 million pounds. Lactose fell 4.2%. The split inside the whey stream is now as wide as the split between cheese types.

What this means for the market

Cheese itself grows in low single digits. Saputo told the Scotiabank conference in September that whey protein grows in double digits. A cheese plant built today is two businesses. One sells blocks and shreds. The other sells protein by the kilo.

Anyone pricing a cheese plant on cheese alone will get the answer wrong. Vat size no longer settles who wins. What settles it is owning the plant that turns whey into WPC80 or WPI. Saputo has just given that side of the business its own boss.

We will be watching what this does to cheddar output in the states adding whey plants. Whey follows cheese out of the vat, so the case rests on tonnage. That tonnage is what our Global Cheese Database 2026 sets out, for 39 cheese types across 48 countries. The waitlist is open and carries a free sample country chapter.

Strategic Insights

📊 Analytics & Strategic Insight

Cheese pays the bills. Whey decides the margin.

The decision most in this industry are avoiding:

👉 The whey stream is still run as a spare part. Most cheese plants sell it dry and move on. US dry whey output rose 18.7% in July. WPC80 fell 2.3%.

👉 A division is a claim on money. Ingredients now bid for capital against cheese inside the same group. That argument used to be settled by the cheese side.

👉 Scale in cheese does not give you scale in protein. The refining plant is separate money. Saputo needed more than CA$180 million at one site to move WPC80 by about a third.

Here''s the full context:

→ June 2026: Saputo reported revenue of CA$17.551 billion for the year to March, down 1.5%.

→ June 2026: DairyReporter put the Ripon whey upgrade above CA$180 million. It buys about 35% more WPC80.

→ August 2026: Saputo agreed to sell its UK business to Lactalis for 988 million pounds.

→ September 2026: US cheese output rose 2.1% in July. Whey protein concentrate output fell 2.3%.

→ Most recent: Saputo split ingredients into its own division. Steve Douglas runs it.

What this means for cheese producers, traders and buyers:

✅ WPC80 buyers should expect a tight 2027. Ripon and Edewecht both take time to come on. July output was still falling.

✅ Cheddar makers without a refining plant sell at the bottom of the stream. Dry whey rose 18.7% in July. That is the grade with the least value in it.

✅ Lactalis buys a British business with the whey lines already thinned. Saputo dropped its weakest ones before the sale.

What this means for market decisions:

1️⃣ US cheese volume is growing near 2.4% this year. January to July output reached 8.75 billion pounds. That is steady rather than fast.

2️⃣ Refiners take the growth and plain cheese makers take the bulk price. Saputo, DMK and FrieslandCampina are all adding WPC plants. Makers without one sell dry whey into rising supply.

3️⃣ An entrant should price the whey stream before it prices the cheese. Whey volume follows cheese tonnage. The grade it ends up as decides the return.

The Zenith view:

This tells us that Saputo believes the growth sits downstream of the cheese vat. It does not tell us that the protein price holds once Ripon, Edewecht and the Dutch plants all run. The test is how much cheese the world makes next, because cheese tonnage sets whey supply.
