China Aseptic Packaging: Litres Keep Rising, Packs Have Stopped, And The Average Pack Is Now 343ml
China filled 37,391 million litres of aseptic product in 2025 and used no more packs than it did in 2020. Zenith's Global Aseptic Packaging Market Report 2026 shows why the litre line and the pack line have split.

I would put the same question to any board planning China capacity. Are you selling litres or packs? In China those two lines now point different ways.
Zenith's Global Aseptic Packaging Market Report 2026 puts Chinese aseptic filling at 37,391 million litres in 2025. That is 25.2% of the world total of 148.4 billion litres. The pack count behind it was 109,036 million. Five years earlier China filled 109,837 million packs. The country added 4,088 million litres and not one extra pack.
Litres grew 2.3% a year. Packs fell 0.1%.
The split shows up in one plain number. The average Chinese aseptic pack held 303 ml in 2020. By 2025 it held 343 ml. That is a 13% rise in the size of the unit a whole country fills.
Zenith's forecast keeps the two lines apart. China reaches 41,380 million litres by 2030 at 2.0% a year. Packs reach 110,813 million at 0.3% a year. For the rest of the decade the litre pool grows about six times faster than the pack pool.
The brick goes out and the bottle comes in
One format did the damage. Another picked up the slack. The portion carton held 61.5% of Chinese aseptic litres in 2020. By 2025 it held 47.7%, and Zenith forecasts 38.3% by 2030. PET above half a litre went the other way, from 19.5% to 30.4%, and reaches 38.2% by 2030.
On litres the large PET bottle passes the portion carton in China before 2030. The carton is at 15,829 million litres by then and the bottle at 15,796 million. Family cartons are the one carton size still growing, at 4.3% a year, on the one litre brick.
Why the dairy packs went
Chinese UHT white milk peaked at 12,600 million litres in 2022. It was 10,900 million in 2025 and Zenith forecasts 9,800 million by 2030. Ambient yoghurt has lost a third of its volume since 2021.
The demand base is the reason. Births in China fell from 17.86 million in 2016 to 7.92 million in 2025. School milk, flavoured milk and infant nutrition all sit on that base. White milk packs are falling 2.5% a year and other dairy packs 3.4% a year. Both are sold in 200 ml and 250 ml bricks. Every lost litre takes four or five packs with it.
Why the litres kept climbing
Chinese aseptic beverages grew 8.5% a year from 2020. They went from 11,950 million litres to 17,950 million in 2025. They are 48.0% of the national aseptic pool, and Zenith forecasts 56.3% by 2030.
Unsweetened tea is doing most of the work, and it has no other route to the shelf. It is low in acid, so hot filling cooks it. Nongfu Spring launched Oriental Leaf in 2011. Its first aseptic line for the brand cost RMB 200 million. Thirteen more followed. Its tea revenue reached RMB 21.60 billion in 2025, or 41.1% of group revenue of RMB 52.55 billion. Tea has passed bottled water as the group's largest business.
The bill lands on the converter rather than the filler
A converter is paid per pack. A filling line is rated in packs per hour. Board and laminate are bought by the square metre. None of those numbers care about litres.
Portion cartons are 69.1% of Chinese aseptic packs and only 47.7% of its litres. That is 75,340 million packs of 109,036 million. Large PET is 16.2% of packs and 30.4% of litres. China filled 86,332 million portion cartons in 2020. Zenith forecasts 67,358 million by 2030. Nearly 19,000 million packs leave the Chinese carton pool across the decade.
The small formats move the same way. Aseptic HDPE at 109 million litres and portion pouches at 133 million are both falling more than 8% a year. Bag in box is the fastest riser in the country at 26.7% a year. It carries condensed milk, cream and plant bases for the coffee and tea chains.
What to do with two lines that have split
Price your China exposure in packs as well as litres. Read your own order book the same way. Ask your Chinese customers what the pack mix will be in 2030, rather than the volume. Check whether your carton capacity is aimed at the 200 ml brick or the one litre pack. Only one of those is growing. Test what a low acid drink does to your line choice before you buy the line. Anyone selling a pack in China is in a flat market. Anyone selling a litre is in a growing one.

Pack count is the converter's revenue line, and in China it has stopped growing
The decision most in this industry are avoiding:
👉 Most China plans are still written in litres. Litres are the filler's number. Packs are the converter's number. In China the two have not agreed since 2020.
👉 A flat pack market can hide inside a growing litre market for years. China has done exactly that. The national total rose 2.3% a year while the pack count sat still.
👉 The pack mix is a customer decision rather than a supplier one. Board makers and filler makers both follow it. Very few of them model it directly.
