West Europe Aseptic Volume Falls To 27.2 Billion Litres While Pack Numbers Return To Growth: UHT Milk Drops 2.1% A Year

West Europe filled 27,191 million litres of aseptic product in 2025. It is the only region falling on litres both to 2025 and to 2030, yet its pack count returns to growth by 2030.

West Europe Aseptic Volume Falls To 27.2 Billion Litres While Pack Numbers Return To Growth: UHT Milk Drops 2.1% A Year

If this were my plant in Europe, I would stop reading the litre line. I would read the pack line instead. West Europe filled 27,191 million litres of aseptic product in 2025. It filled 43,156 million packs to do it.

What the regional numbers show

Zenith's Global Aseptic Packaging Market Report 2026 puts the 2025 total at 27,191 million litres. That is the largest regional block outside China. Volume fell 1.0% a year from 2020.

The report then has it easing a further 0.4% a year. That takes the region to 26,653 million litres by 2030. West Europe is the only region in the study falling on both counts.

The world filled 148,353 million litres in 344,157 million packs in 2025. China leads at 37,391 million litres. South East Asia grew fastest at 4.0% a year, to 18,103 million litres. West Europe sits second on volume and last on growth.

The pack count moves the other way

Packs ran at 43,663 million in 2020 and 43,156 million in 2025. That is a fall of only 0.2% a year. The report has packs rising 0.2% a year to 2030. The figure reaches 43,506 million. Litres keep falling while pack numbers go back to growth.

Pack sizes are getting smaller. A filler is bought in packs an hour. A converter sells reels and sleeves by the pack. So the money a supplier earns here holds up better than the litre line suggests.

White milk is doing the shrinking

UHT milk holds 45.7% of the region at 12,418 million litres. It fell 2.1% a year from 2020. The report has it at 11,755 million litres by 2030. In packs it fell faster, at 2.7% a year, to 13,129 million. Family cartons carry 9,883 million litres of that milk, or 79.6%.

West Europe made 23,740 million litres of white milk in 2025. UHT took 52.3% of it. Chilled pasteurised milk took 10,012 million litres. Germany, France and Spain all drank less.

Two blocks are still growing

Other dairy grew 4.2% a year to 4,822 million litres. It is the fastest block in the region. The report has it at 5,352 million litres by 2030.

Food products grew 0.9% a year to 1,193 million litres. They rose 4.2% in the last year alone. Beverages fell hardest at 2.2% a year, down to 8,759 million litres.

Other dairy now fills more packs in the region than white milk. It reached 14,734 million packs in 2025, up 3.7% a year. Milk filled 13,129 million. Drinking yoghurt, flavoured milk, creamers and plant based drinks sit in that block.

Which countries and which packs

Germany leads the modelled markets at 6,646 million litres. Spain follows at 5,173 million and France at 4,512 million. All three are falling. The Netherlands grew fastest at 4.2% a year. The UK rose from 1,406 million litres in 2020 to 1,605 million in 2025.

Cartons hold 67.2% of the region. PET holds 19.7% at 5,358 million litres. HDPE bottles are a Spanish and British habit at 1,675 million litres. Large HDPE fell 5.3% a year. Large PET in UHT milk grew 13.8% a year, from 181 million litres to 346 million.

Bag in box fills 810 million litres, a German and Italian strength in dairy, juice concentrate and food service. Portion cartons held flat at 2,383 million litres. Plastic pots grew on pack count rather than on litres.

What this means for the market

Treat West Europe as a replacement market. The litres are falling and the installed base is large. A new line here wins volume from a line that already runs.

Three things decide the case. The first is the pack, because small packs hold the count up while litres fall. The second is the block, because other dairy grows while milk falls. The third is the country, because the Netherlands and the UK run against the trend.

An entrant should price the fight for an existing slot. Ask who owns the filler that would have to go. Ask what shelf life and pack size the brand actually needs.

The regional total is the easy part. The harder number is the pack split inside it, by market and by size. Our Global Aseptic Packaging Market Report 2026 carries litres and packs for 39 markets, by pack type and size.

Strategic Insights

📊 Analytics & Strategic Insight

West Europe is a replacement market with a flat pack count

The decision most in this industry are avoiding:

👉 A falling litre total hides a flat pack total. Packs eased 0.2% a year to 2025 and grow 0.2% a year to 2030. Suppliers are paid in packs.

👉 The decline sits in one block. UHT milk fell 2.1% a year while other dairy grew 4.2%. The regional average hides both.

👉 Smaller packs mean fewer litres an hour. A plant can run the same shifts and ship less product. Cost follows the pack rather than the litre.

Here's the full context:

→ 2020: West Europe filled 28,647 million litres in 43,663 million packs.

→ 2024: Volume was 27,551 million litres. Large HDPE milk bottles were down to 1,631 million.

→ 2025: Volume reached 27,191 million litres in 43,156 million packs.

→ 2030 forecast: Litres ease to 26,653 million while packs rise to 43,506 million.

→ Most recent: Zenith has published the 2026 edition. West Europe is its only region falling on both counts.

What this means for aseptic fillers, converters and equipment suppliers:

✅ Sell into the two blocks that grow. Other dairy added volume at 4.2% a year. Food products rose 4.2% in the last year.

✅ Follow the HDPE exit in Spain and the UK. Large HDPE milk bottles fell 5.3% a year. That milk moves to cartons and to PET.

✅ Expect small packs to hold the count up. Portion cartons held flat at 2,383 million litres. Plastic pots grew on count rather than litres.

What this means for market decisions:

1️⃣ West Europe reads well on packs and poorly on litres. Packs return to growth by 2030. Litres carry on falling.

2️⃣ The winners are other dairy and the Dutch and British plants. They grew while Germany, Spain and France fell. The regional average hides them.

3️⃣ An entrant should test who owns the line it would replace. A paid for filler is the cheapest rival in a flat market. Price that before the plant case.

The Zenith view:

The figures prove that West European litres are going and that the pack count is holding. They say nothing about whether the region is a poor place to invest. One thing decides that. Can a supplier win a slot from a filler that is already paid for?
